BHUBANESWAR: After the State Government’s decision to stick to web-based counselling, the private engineering colleges have sought to hold the process in phases. To plug the errors that crept in last year, when web-based counselling was introduced, the private engineering colleges have sought that the existing process of locking in and seat allotment should modified for the better. The JEE Committee must structure the counselling in such a manner that candidates on the merit list are given a specific time for choice filling and locking in and by the end of the deadline, the result of their counselling must be published. “Let students in the rank 1-200 be allowed to indicate their choices on the first two days and the result should be published immediately at the end of the second day. Similar process should be followed for the next band of candidates,” a memorandum submitted by the Orissa Private Engineering Colleges Association (OPECA) stated after its meeting here. This, according to the Association, will allow students to indicate realistic choices since the seats, which have already been allotted, will not be shown and candidates would get a real-time knowledge of the allotment. Such a procedure will take the same time as the existing process of web-counselling, it added. The OPECA has also called upon the Industries Department to follow the “bubbling” process in counselling under which when a student drops out for some reason, the same seat is offered to the next rank holder if he has opted for the same subject and college. “It is merit-based and transparent and was followed in Centralised Counselling. It is unfortunate that this was not used in the web-based counselling and should be included in the software for this year.’’ Besides, the colleges have also pitched in for de-reserving the seats meant for AIEEE/SC/ST/women and other categories when they fall vacant. On completion of the counselling for reserved categories, these vacant seats must be added to the general category to be filled by such candidates. The OPECA has also called for holding a centralised counselling for students who fail to take advantage of the web-based counselling. In their 16-point memorandum, the colleges pointed out more measures to strengthen the counselling process. The JEE Committee has decided to open 18 nodal centres for counselling, locking and verification of documents and the OPECA has called for more centres in Bhubaneswar and Cuttack and one each in district headquarters.
