Local bodies neighbouring the 11 endosulfan-affected panchayats in Kasargod seem to have engaged in a wild-goose chase. Following reports that Health Minister V S Sivakumar has recommended inclusion of the differently- abled persons in areas neighbouring the endosulfan-hit regions in the list of victims, the panchayat authorities have begun a survey of such persons.
The move has to be seen against the backdrop that even the implementation of the compensation package in the worst-affected regions is fraught with uncertainty.
“We are not against giving compensation to any victim. But, at first, the authorities should make sure that each and every affected person in the 11 panchayats is given adequate compensation in time,” said activist Ambikasuthan Mangad.
According to Deputy Collector Sudheer Babu, who is in charge of the Endosulfan Rehabilitation Cell in the district, the district administration is yet to receive any government order regarding the matter.
He added that the current list of endosulfan victims prepared for the rehabilitation package includes many persons who are residing outside the 11 notified panchayats.
While the Mogral Puthur panchayat is requesting for benefits equal to that of the endosulfan victims, the neighbouring Kumbla panchayat has already prepared a list of differently-abled persons within its limits.
It claims that there is high concentration of people with mental and physical disabilities in some areas of the panchayat.
According to Kumbla grama panchayat president Ramla P H, a survey conducted by the National Programme for Rehabilitation of Persons with Disabilities (NPRPD) officials in 2010 found 300 mentally-challenged patients and many more with physical disabilities.
“The survey done by anganwadi workers for the NPRPD had found many differently-abled persons in the panchayat, but it was not documented properly,” she said, and added that a panchayat-level survey of disabled persons will be conducted from Monday onwards.
She, however, admitted that some patients in the panchayat have already found place in the endosulfan victims’ list.
