The fiscal management measures to control expenditure by locating the surplus posts in government departments and filling future vacancies are getting a poor response from various departments.
A set of guidelines has been issued by the Finance Department to all the government departments to be implemented urgently to bring down the expenditure of each department.
From next year onwards, the government departments will not be allowed to print diaries, which are distributed as complimentary.
Earlier, Finance Secretary (expenditure) Sanjay Garg had written to all the department heads to report on the surplus staff in each department. It was pointed out that several schemes and functions of various departments have become obsolete or redundant due to computerisation and modernisation resulting in many employees not having sufficient work.
Principal Finance Secretary V P Joy said that the response from the departments was not up to the mark. The Chief Secretary has been entrusted with preparing the list of surplus posts and submitting the same to the council of ministers.
The heads of government departments have been asked to submit the surplus posts by the end of September. It has also been decided to conduct a comprehensive study on the projects, agencies and institutions which have lost relevance but are still functioning in the state. These agencies will be dissolved and their staff redeployed in other departments when vacancies arise. All the new posts created in future will be met from the surplus pool of employees. A redesignation of posts is also on the cards.
It has been found that various government departments were printing diaries to be provided as complementary copies causing huge loss to the State exchequer. A ban has been imposed on printing diaries and the departments which needs the diaries will be supplied by the government at a suitable price.
As part of the cost-cutting measures, high energy-consuming appliances will be replaced, water and power connections will be checked regularly and both sides of the paper should be used for taking copies of documents. To avoid unnecessary printing, documents which can be circulated through electronic means will be promoted. The expenditure relating to travel, electricity consumption and telephone use will not be allowed to surpass the level of last financial year. The purchase of new vehicles are not allowed except under unavoidable circumstances.
