HYDERABAD: Acting on a petition filed by principal secretary (home) P Gautam Kumar challenging the appointment of V.Dinesh Reddy as the director-general of police (HOPF), the Central Administrative Tribunal (CAT) on Tuesday issued notices to Dinesh Reddy, state government and the central government. Immediately after the matter came up for hearing before CAT members Swaroop Reddy and Ranbir Singh, Gautam Kumar’s counsel Jonnalagadda Sudheer requested the members to immediately suspend the state government’s order to appoint Dinesh Reddy as DGP (head of police force). But after hearing the contentions of Sudheer, the members decided to serve notices to all the three respondents. Earlier, Sudheer said that the petition was filed on the ground that the Supreme Court’s guidelines given in Prakash Singh’s case were not followed in the present appointment. “The state government does not want to send its list to the UPSC as it wants to choose an officer for the post of DGP (HOPF) to suit its convenience,’’ Sudheer said and referred to the alleged irregularities in the appointment of previous DGPs RR Girish Kumar and K Aravinda Rao. “Despite the Supreme Court and High Court making it clear that guidelines given in the Prakash Singh judgment should be followed, the state government continues to violate it. When the aggrieved parties approach the court, by the time the judgment is delivered the officer who was appointed illegally retires and the aggrieved party does not get justice,’’ Sudheer argued. The matter was adjourned to July 26.
