HYDERABAD: With lawmakers resigning the membership of legislative House becoming a fad, speaker Nadendla Manohar is believed to be keen on initiating a debate at national level to prevent a legislator from resigning on his own volition.
The speaker is giving a serious thought to it in the wake of several MLAs resigning for one reason or the other and he ending up with the unenviable task of taking a decision on them which sometimes is drawing flak.He apparently is keen on insulating the speaker's office to criticism. His decision in rejecting Telangana MLAs' resignations and keeping on hold those of the Congress MLAs owing allegiance to YS Jagan Mohan Reddy has kicked up a controversy with the members sometimes even attributing motives to him.

According to sources, the speaker is interested in circulating a note in debates attended by Parliamentarians with permission from the Lok Sabha speaker to discuss the proposal.

"In AP, during the last six years, there have been 42 byelections both for Lok Sabha and Assembly. This is resulting in development taking a back seat. The seat will remain vacant for six months and after election notification there will be a code of conduct in force. This is sealing scope for all development works in the constituency. This aspect will be one of the main issues that would be raised in the note," a source close to the speaker said.

"Even in UK, whose model the country had adopted, there is no provision for a legislator to resign voluntarily. But in India that facility is available which is giving an opportunity for members to use resignations as a tool to further whatever cause they are taking up unmindful of the fact that development was suffering," the source said.
