New Delhi: Ahead of the Bihar Assembly polls later this year, the Congress-led UPA has played an upper cast card. The report of the National Commission for Economically Backward Classes has been submitted to the central government.

The Commission has recommended that economically weaker classes among the upper cast may be treated as OBCs and all the facilities in housing, education, health and jobs may be extended to them.

Upper caste people who are not in the income tax bracket are to be considered economically weaker. But it has been left to the central government to take the final call as providing reservation on jobs and education will require a Constitutional amendment.
