On a day when the Rajya Sabha is expected to take up the Juvenile Justice Bill, parents of the December 16 gangrape victim Jyoti Singh, commonly known as Nirbhaya, met Union Minister Mukhtar Abbas Naqvi. Soon after their meeting, the parents said that they have been assured that the bill will be passed in the Upper House of Parliament.
However, Jyoti's mother lamented that had this bill be passed earlier, the juvenile convict who raped her daughter who not have been released. "He wouldn't have been released if this bill had passed 6 months ago. Even if it is delayed, we want this bill to be passed in Parliament," she said.
They will be present in the House to watch the proceedings when the bill is being discussed.
The juvenile convict in the December 16 gangrape case was released on December 20 after serving his term in the correctional home. The Supreme Court had rejected the plea against release of the juvenile convict saying that everything has happened in accordance with the law and that there are no sanctions to detain the juvenile any further. Three years is the maximum period for which the juvenile could be detained.
The juvenile convict was released on Sunday amidst a high drama in the national capital. The gangrape victim's parents and several others were detained by the police for holding protest against juvenile's release and were later released.
The Bill aimed at amending the Juvenile Justice Act and treat convicts who are 16 and above like adults in crimes like rape and murder has been listed 11 times in the last one year. The public pressure has been mounting on the leaders to bury their differences and pass the Bill.
The Juvenile Justice Amendment Act has already been passed in the Lok Sabha.
