MANGALORE: Former chief of Lokayukta Justice N Santosh Hegde struck to his guns by refusing to clarify on issues in the mining report raised by BJP government.Interacting with the media on the sidelines of a programme here on Saturday, he said that there was no need to issue show-cause notices to those named in the illegal mining report.Dismissing the BJP government’s arguments on the report’s recommendation not being in harmony with Articles 164 and 191 of the Constitution, Justice Hegde said Karnataka Law Journal and High Court in Chowdaiah case had made it clear that show-cause notices were not necessary.   On whether he would clarify the issues raised by the government, he replied in the negative. As big names have been indicted in the report, the BJP government is indulging in needless debates. “The report comprising 25,000 pages was submitted to the state government and I have nothing to say about it,” he stressed.On the likely stalemate in implementing the report, he said Lokayukta can write to Governor insisting on the tabling of report on mining for discussion in both the houses. He pointed out that corruption and Lokpal Bill was the only issue on the Team Anna’s agenda.  ‘Not Guilty Until Proven’ Earlier during the day, BJP state president K S Eshwarappa insisted that no one is proven guilty until the court declares the accusation as true.  “Someone cannot become guilty until a court in its verdict finds justification in its accusations. It is habitual of the Opposition to accuse ruling party ministers, he said, referring to the demand for former chief minister B S Yeddyurappa’s ouster.
