HYDERABAD: Text of the statement released by Assembly secretary S Raja Sadaram disclosing the reasons behind the speaker's rejection of resignations by Telangana MLAs "Certain members of the AP Legislative Assembly furnished letters to the Deputy Speaker and Legislative Secretary expressing their intention to resign to their membership."According to Art. 190(3) of the Constitution of India, if a Member of the Legislative Assembly of a state resigns to his seat by writing under his hand addressed to the Speaker, and when his resignation is accepted by the Speaker, his seat shall thereupon become vacant.This Art. also provides that if information received or otherwise, and after making such enquiry as he thinks fit, if the Speaker is satisfied that such resignation is not voluntary or genuine, he shall not accept such resignation.Rule 186 of the Rules of Procedure further provides that the Speaker make such enquiry as he thinks fit with either himself or prove that the Legislature secretary or some other agency for the purpose."The Speaker has examined the matter of recent resignations in greater detail from all angles. After making due enquiry into the circumstances leading to the recent mass resignations (sic) has come to the opinion that they were tendered in an emotionally surcharged atmosphere and has therefore not accepted the same.
