Quota Bill gets Presidential assent
Legislation to provide for 27 pc OBC quota in elite educational institutions received Presidential assent on Thursday.

New Delhi: The legislation to provide for 27 per cent reservation for OBCs in elite educational institutions received Presidential assent on Thursday.

"The Central Educational Institutions (Reservation in Admission) Bill, 2006 has received the assent of the President," an official press note said.

After receiving President APJ abdul Kalam's assent, the much-debated Bill, which was passed the both Houses of Parliament last month, becomes a law.

The move paves the way for implementing reservations in Central educational institutions, including IITs and IIMs, from the academic session of 2007. The seats would be increased over the next three years.

The provisions of the Act would not apply to a central educational institution established in tribal areas, institutions of excellence, research institutions, institutions of national and strategic importance and minority educational institutions.

The Parliamentary Standing Committee for Human Resource Development had in its report recommended that the "creamy layer" should be covered only after giving priority to the "non-creamy" among the backward classes. However, the Law has not excluded the section from its purview.

Earlier, Human Resource Development Minister Arjun Singh had said that a separate bill on providing for a quota for OBCs in unaided institutions was ready and would be brought before Parliament in the near future.
