BANGALORE: The High Court on Thursday directed the State Government to come up with a proper policy for the transfer for government employees in the state.H N Shivalingamma had filed a petition stating that she is working as a warden in SC and ST boys’ hostel, which comes under Mandya Urban Development Authority (MUDA). Due to the ill heath, she was admitted to the hospital few days ago. Meanwhile, a warden from girls hostel in Mandya, Bhagyalakshmi used political influence and got transfer to the boys hostel, she alleged. She further stated in her petition that she had completed only four-and-half years of her term at the hostel and she still had six more months left.Justice K L Manjunath, hearing the petition, directed the State Government to transfer both of them to another place. He also  ordered the government to appoint suitable persons in their place and disposed of the petition. The court advised the state to come up with a proper policy on transfer of government employees. The court asked how can officials who were on deputation from Bangalore Development Authority (BDA), Bruhat Bangalore Mahanagara Palike (BBMP), Irrigation Department and Public Works Department, can work in other departments when they were unable to work in their own departments? And after the change in nature of ;work, will they be able to return and work in their mother department, the court questioned and asked the Government to draft a proper policy.‘Follow KSCS Rules to Transfer Doctors’The High Court on Thursday put an end to the transfer of medical officers  case and directed the State Government to strictly implement the Karnataka State Civil Services (Regulations of Medical officers and others) Rules from June 2012 while transferring doctors.The petitioners, Dr Girijamba and three others, had filed a petition stating that the they had served mandatory years but the government had not yet transferred them. They further stated that, only 99 out of 216 candidates  appeared for the counselling  conducted recently to transfer doctors and contended that they did not have much options. A division bench headed by Acting Chief Justice Vikramajit Sen and Justice A S Bopanna directed the State Government to transfer the petitioners to other places for another six months and consider their application next year and strictly directed it to implement the KSCS regulations from June 2012. It also directed to consider candidates those who served three years at one place for transfer.The court further directed E V Ramana Reddy, Principal Secretary of Health and Family Welfare to be present before the court and disposed of the petition.
