BHUBANESWAR: The State Government is all set to launch e-Muster Roll, an IT-enabled technology, to plug loopholes in government welfare schemes and improve transparency and efficiency in the implementation of MGNREGS. As six districts are under CBI scanner for alleged financial irregularities through fudging of muster rolls, the new system will e-enable the process of enrolment and attendance, the base data for MGNREGS and ensure that the benefits of the scheme reach the actual beneficiaries. Under this electronic-enabled programme, names of job-seekers will be printed in e-Muster Roll which will be issued to the implementing agencies by the BDOs. After one week of the enrolment of names, the same will be entered into NREGSoft, a software developed exclusively for NREGS, for generation of wage list, pay slip and wage slip, said Commissioner, Special Projects, Panchayati Raj Department, SK Lohani.  The wage list will be forwarded to banks and post offices concerned with cheque for payment of wages. Wage slip and pay slip will be provided to the job-seekers through gram rozgar sevaks (GRS).  Since wage payment to the workers is now done through business correspondents of commercial banks concerned, the wage earners will be paid a receipt after payment of wage to authenticate wage payment, Lohani said. The Department has also taken care of entering data relating to work measurement and quantum of work done by individual job-seeker into NREGSoft for online monitoring at State and Central level. The system has proved effective in many states and this will minimise fudging of records at village and panchayat levels.  The present system of maintaining muster roll manually provides scope to the panchayat functionaries to manipulate. In many cases names of Government employees, income tax payers and even dead persons are enrolled in the muster roll. It has also been decided that user name and password with necessary handhold support will be provided to line departments executing wage employment programme under NREGS so that they can enter data on list of projects taken up, expenditure incurred into NREGSoft to maintain transparency. They can maintain muster roll too. This will ease the burden of panchayat functionaries, Lohani said. Meanwhile, the Department conducted a two-day training programme on e-Muster Roll for programme officers and computer programmers of all the blocks here. These trained officials will provide further training to the block and panchayat-level field functionaries.
