In the backdrop of 2G spectrum and coal block allotments controversies, the BJP has demanded a thorough debate in Parliament.

New Delhi: As the Government weighs options to deal with Supreme Court ruling on auctioning natural resources, the BJP on Monday demanded a thorough debate in Parliament on the issue to ensure a transparent policy in the backdrop of controversies that have hit 2G spectrum and coal block allotments.

Leader of the Opposition in Rajya Sabha Arun Jaitley referred to the Supreme Court's February 2 order while initiating a debate on the General Budget 2012-13 in the Rajya Sabha.

"The Supreme Court has pronounced one view on how natural resources are to be distributed or allotted... At some stage, when time permits, the Government should agree... we need a thorough debate in this House," he said.

"From 2G to coal blocks, we need to consider as to how the country must have a policy with regard to distribution of natural resources so that we have a transparent policy. We have natural resources available at least to the actual users at a price which is pre-determined, whether by market or by indexation," he said.

The Supreme Court, while canceling 122 licences for 2G spectrum, had held that the airwaves had been allocated in a "totally arbitrary and unconstitutional" manner and said that all natural resources should be auctioned.

The Government has already filed a review petition asking whether it should distribute all natural resources through auction mode.

It is also considering the option of seeking Presidential reference on the Supreme Court order.
