BHUBANESWAR: The State encountered 409 instances of extremist attacks during six years from 2004. According to the latest CAG report, such attacks were on the increase and went up from 24 in 2004 to 149 and 130 in 2009 and 2010 respectively. In these incidents, 123 policemen, 99 civilians and 64 extremists were killed while 1,617 arms and 1.29 lakh ammunitions were looted.  Besides, 22 vehicles including one mine protected vehicle were also destroyed. However, police and the paramilitary forces succeeded in arresting 1,033 extremists during the period, the report added.POLICE MODERNISATION: Centre introduced the scheme for the modernisation of police forces in 1969 to improve the operational efficiency of the state police forces in the country to enable them to effectively face the emerging challenges to internal security. The scheme was revised in 2000-01 and  extended for a period of 10 years. During 2004-11, ` 385.06 crore was available under the scheme out of which ` 293.89 crore was released by the Centre and the State Government contributed a matching share of ` 91.17 crore. Out of this, ` 374.66 crore was reported by the Home Department to have been utilised by March, 2011. Up to September, 2003, the cost of modernisation of police forces was shared by the Centre and the state governments on a 50:50 basis. The ratio was subsequently revised to 60:40 in October, 2003 and 75:25 in September, 2005. The scheme was implemented in all the 36 police districts, including 17 police districts identified by the State Government as affected by left wing extremism (LWE).
