BANGALORE: Metro can only blame itself for the delays. Even if the private contrators delay, the Bangalore Metro Rail Corporation Limited (BMRCL) can take no action.
Recently on Reach 3, the Noidabased company ERA was shunted out for delay in the work but a similar stance cannot be adopted with contractors on Reach 1. The reason in the first place BMRCL could not start the project on time.A private contractor, who did not wish to be named, said that they were ready to begin work in early 2007, but the BMRCL had not even prepared the drawings till the end of that year and even after one year, the company had provided only 80 per cent of the total land required for the stretch.

BMRCL Projects and Planning Director Sudhir Chandra also admitted to the delays. "The delay has been from our end. It's not all good with contractors. However, we are fairly satisfied with them," he said.

To deal with any sort of delay, BMRCL also has a penalty clause which deals with key dates in the schedule and has a provision for charging the contractor a penalty of upto 10 per cent of the contract. BMRCL, however, is contemplating on a reward clause for completing work before deadline. "We have thought about rewarding contractors who perform well and finish their work before the contractual agreement," he revealed.
