Law to save shopkeepers from MCD
The center on Wednesday said that a new law is expected to be in place by next week to save shopkeepers from MCD drives.

New Delhi: The center on Wednesday said that a new law is expected to be in place by next week to save shopkeepers, slum dwellers, homeowners and hawkers from court-ordered municipal drives against building and land law violations.

The legislation will serve as a short-term relief measure until a new mechanism evolves to meet burgeoning requirements of housing and work space in Delhi.

Union Urban Development Minister S Jaipal Reddy in Delhi said that he had already notified the Lok Sabha Speaker regarding the introduction of the proposed legislation.

"If possible, we will try to introduce it in the Lok Sabha on Thursday," Reddy said. "It shall be our endeavour to have it passed in the current session, maybe next week."

The proposed legislation, named the Delhi Laws Special Amendment Bill-2006, covers four categories -- shopkeepers, slum dwellers, homeowners and hawkers and vendors.

There will, however, be no let-up in action against encroachments on public land, Reddy added.

Protests, mostly by store owners, have rocked Delhi since court orders in December 2005 to demolish illegal construction work in the capital.

In 2006 municipal authorities also launched a new drives to seal off commercial establishments in Delhi's residential zones in compliance with new court directions.

The Minister however insisted that the move to rush through a bill reflected no conflict with the judiciary. "There is no question of differing with courts," he said.
