THIRUVANANTHAPURAM: The Kerala State Electricity Board (KSEB) has urged the State Electricity Regulatory Commission to impose thermal fuel surcharge in the state for recovering Rs 192.08 crore, the additional amount spent by the KSEB on power purchase. The request was made during a public hearing conducted by the Commission on two separate petitions of the KSEB seeking fuel surcharge to recover the additional amount spent during October to December 2010 and January to March 2011. In addition to this, the Rs 192.08 crore also includes Rs 30.85 crore, the amount approved by the Commission for fuel surcharge during April to September 2010, but was carried over. According to the KSEB, the liability during October to December 2010 was to the tune of Rs 53.69 crore and during January-March 2011, Rs 107.54 crore. The Kerala HT/EHT Industrial Electricity Consumers Association has objected to the statistics presented by the KSEB, but was not entirely opposed to the surcharge. The Association requested that the thermal fuel surcharge, if indeed found necessary, should be applicable to all consumers and spread over a period of six months. According to the Association, the KSEB had imported 131 million units at Rs 3.15 per unit during the third and fourth quarters and sold 7.68 MU at Rs 10.41 per unit, making a profit. This aspect too should be taken into consideration by the Commission, the Association said. The Small Industries Association also supported the stand taken by the heavy industries.
