Paris: The second draft on climate deal has reportedly reflected a lot of India's concern and the principle of "differentiation" remains in the new summary despite a series of discussion held at Paris climate summit.
It was learnt that "differentiation" is one of the sticking points in the new draft. The term "differentiation" refers to a principle embedded in the UN Climate Change Convention assigning "common but differentiated responsibilities" to industrialized and developing nations.
Throughout the negotiations, industrialised countries have been adamant that in the future, donors should include rich developing nations like the oil-exporting countries.
CNN-IBN has accessed draft text of Paris climate deal and came to know that India and China agreed to a stronger goal for net zero emissions but decision on who will fund renewable sources for poor nations still hangs in balance. "No progress on who will fund renewable sources for poor nations," sources said.
Both India and China insisted that richer countries have bigger responsibility to play. The pact - which will replace the Kyoto Accord - has addressed global climate change concerns. As per the deal - climate change will be limited to 1.5 degrees.
Earlier, addressing the Leaders Event at the UN Framework Convention on Climate Change, Prime Minister Narendra Modi said that the developed world should ratify Kyoto's second commitment in the period up to 2020, after which developing countries have pledged to begin their own voluntary actions.
"Developed countries must fulfil their responsibility to make clean energy affordable and accessible to all in the developing world," he had said.
