CUTTACK: The Orissa High Court on Thursday issued show-cause notices to the Home Secretary, Commissioner of Police, Bhubaneswar DCP and IIC Saheed Nagar police station, Bhubaneswar, in connection with the alleged torture of a youth in police custody.Acting on a petition filed by Pravat Sahoo of Jagatsinghpur, the division bench, comprising Chief Justice V Gopalagowda and Justice SK Mishra has directed them to file counter in two weeks.The petitioner has alleged that he was beaten up and tortured inside the Saheed Nagar police station on January 25 this year in gross violation of all laws, rules and guidelines. According to Sahoo, as an employee of the Swapna Motors, he was entrusted with the responsibility of depositing Rs 12 lakh in a bank on January 25. He was sent to the bank with the driver but they were waylaid by three motorcycle-borne youths who looted the money at gunpoint.When Sahoo and the driver went to the Saheed Nagar police station to report the robbery and lodge a complaint, they were detained and subjected to inhuman torture for six days from January 25.The petitioner submitted that he had been assaulted in the police station by the IIC and the investigating officers in such a manner that he sustained serious injuries. The mental trauma pushed him into severe depression of which he is yet to recover. The incident has also robbed him of his livelihood as he is denied job in any shop due to the stigma, Sahoo alleged.While praying for disciplinary action against the erring officials and compensation for the sufferings, the petitioner has also moved a contempt application citing violation of the guidelines laid down by the Supreme Court for making arrests.
