THIRUVANANTHAPURAM: Finally, the State Government has stood up and taken notice of the rising number of crimes against women and children in the state. The government has now decided to launch a programme to ensure their safety, named ‘Thooval Sparsam’ which literally means ‘feather touch’.Chief Minister Oommen Chandy made the announcement in this regard while delivering his Independence Day address here on Monday.Extending his wholehearted support to the cause, Chandy said that the primary aim of the programme was to create a secure environment for women and children in society. Besides ensuring their security, the government also aimed to rehabilitate victims of such crimes and bring them back to the mainstream, he said.According to sources, the programme is the brainchild of the Chief Minister himself, which he had been discussing with senior bureaucrats for some time. Additional Chief Secretary, Home, K Jayakumar said that more information regarding the programme could not be divulged at this stage as the programme was still under discussion.However, he said that the Home and Social Welfare Departments would have a strong role to play in the programme as it involves ensuring both security and rehabilitation.Jayakumar said that talks will be held soon to implement the programme without delay.The state had been witnessing an alarming rise in the number of crimes against women and children, with sex scandals becoming a frequent affair.
