New Delhi: Did the Assam Government failed to read the writing on the wall in the run up to the ULFA carnage in the three districts of Upper Assam? Or was it a case of complacence?

For, weeks ahead of the wave of attacks on Hindi-speaking people on Friday and Saturday, the outfit had given an indication in an editorial in the December issue of its mouthpiece Freedom about its intention to target the non-Assamese people in the state.

While defining the "illegal migrants in Assam", the banned outfit had claimed that "illegal migrants" were not only those coming from neighbouring countries, but also those "who have migrated to Assam from the rest of India".

The outfit has alleged that illegal migrants from the rest of the country had "threatened the existence of the state". It said the "illegal migrants has created a chaotic situation in the social fabric and occupied the political and economic fields at the cost of the indigenous people."

The ULFA had also declared that those who have entered the state from Bangladesh and Nepal must be identified and driven out but "before that, the illegal migrants from other parts of India must also be expelled."

It alleged that the main "illegal foreigners in the state are the Indian rulers and the principal illegal occupational forces are the Indian Army who also must be driven out from the state."
