Budgam: Within days after firing in Budgam claimed lives of two people and injured two others, the Army has indicted nine soldiers including a Junior Commissioned Officer (JCO) for the incident.
A court of inquiry on the Army officers found gross violation of rules of engagement by the soldiers. Failure of command by officer - in charge of the Army column has also been found in the inquiry. The Army has recommended court martial proceedings against the soldiers.
The Army had accepted the incident as a mistake and taken responsibility for the firing that took place on November 3. "We take responsibility of incident. A mistake has taken place," GOC Northern Command Lieutenant General DS Hooda had said.
He had promised a fair and transparent probe into the incident and said that if there was any violation found, the Army will deal with it strictly. He had also assured that the Army will ensure that such incidents do not take place in the future.
Two people had died and two others were injured after security forces opened fire at a private vehicle in Chattergam in the Budgam district of Kashmir. Police and Army sources said that the firing occurred after the vehicle did not stop at the check post.
The decision comes soon after the Army had convicted five of its men including two officers for killing three youngsters in a fake encounter in Jammu and Kashmir's Machil in 2010. All convicts were awarded life imprisonment and their service benefits had been suspended.
