Chandigarh: The Haryana Assembly on Monday passed four bills including the setting up of a state-level police recruitment board. The bills are -- Haryana Appropriation Bill, 2013, the Haryana Non-Biodegradable Garbage (Control) Amendment Bill, 2013, the Haryana Police (Amendment) Bill, 2013, and Haryana Private Universities (Amendment) Bill, 2013.
The Haryana Police (Amendment) Bill, 2013 was passed to constitute State Level Police Recruitment Board and provide for matters concerning tenure, appointments, terms and conditions related to this Board. The amendment would further enable the prescription and notification of Rules or Regulations which would govern the overall functioning of the State Level Police Recruitment Board/ District Level Police Recruitment Board/Committee.
The Haryana Non-Biodegradable Garbage (Control) Amendment Bill, 2013 was passed to provide for challaning and compounding in view of usage of plastic carry bags. The issues and challenges of maintaining clean civic conditions are being continuously addressed by necessary legislations as well as creating awareness among the residents. Given the widespread usage of plastic carry bags, it was desirable that the provision of challaning and compounding be made. Therefore, there was a need to address the issue of non-biodegradable garbage in terms of manufacturing, sale, distribution, stock, usage and disposal. The Haryana Appropriation Bill, 2013 for Rs 75,093 and Rs 28,48,000 for the financial year 2013-14 was passed to provide for the appropriation out of the Consolidated Fund of the state of all moneys required to meet the grants made by the Legislative Assembly and expenditure charged on the Consolidated Fund of the state.
The Haryana Private Universities (Amendment) Bill, 2013 was also passed. The bill was necessitated to convert an ordinance which was promulgated to incorporate the name of the Shree Guru Gobind Singh Tricentenary University in Gurgaon.
The Cooperative Societies (Amendment) Bill was passed in Haryana Assembly, which was aimed to strengthen and reinvigorate the cooperative sector in the state. The bill was passed to amend the provisions of the Haryana Cooperative Societies Act, 1984, for incorporation and regulation of Cooperative Societies based on the principles of democratic member control, members' economic participation and autonomous functioning.
The amendment for constitution of 'Election Authority' for superintendence and conduct of elections in cooperative sector will put a burden of about Rs one crore annually on the exchequer.
