CHENNAI: Justice A Ramamoorthy, chairman of the Implementation Committee constituted by the Madras High Court in 2006, has alleged that officials of the Chennai Corporation and the police department have failed to implement the panel’s earlier directions right from 2008 to evict hawkers occupying pavements unauthorisedly.In his report dated March 14 this year, submitted to Advocate-General A Navaneethakrishnan in connection with a contempt application filed by social activist ‘Traffic’ KR Ramaswamy, the chairman said that a number of communications were sent to the Corporation as well as to the Police Commissioner to evict unauthorised hawkers on NSC Bose Road.As regards Jeenis Road in Saidapet, the chairman said the authorities had not taken any step to notify the street as a ‘No Hawking Zone’, as directed by the committee.On the other hand, they were encouraging hawkers in the area, he alleged.With regard to Tiruvanmiyur, no alternative accommodation was identified by the authorities even though a direction was issued by the High Court in 2007 itself.In spite of allotment on the Lilly Pond complex, the hawkers continued their business at the earlier place and were not evicted by the officials. The complex was not maintained properly and unlawful activities were being carried on in the second and third cloor, the report said.More or less the same was the case in respect of Luz Church Road, Royapettah Road, Anna Salai, Shenoy Nagar and Aminjikarai Main Road, the report added.The first bench comprising Chief Justice MY Eqbal and Justice TS Sivagnanam adjourned further hearing in the matter by six weeks.
