HYDERABAD: Though the state  government has established Juvenile Justice Boards (JJBs) in all the 23 districts in the state, cases pending before them were not regularly heard by the board members which is a  clear violation of  the Juvenile Justice (Care and Protection of Children) Act, 2000.Till March this year, there are about 2,552 cases pending before the boards under the Juvenile Justice Act in the state. Moreover, all the juveniles related to the cases are not in the observation homes. They are out on bails and attending the hearings whenever informed.According to JJ Act, an enquiry shall be completed within four months from the date of its commencement, unless the period is extended by the Board with  the permission of the High Court.“But here more than 50 percent of the cases were pending for the last five years,” said an AP High Court official. The reasons for the pendency are, according to him,  the boards were not regularly hearing the cases, chargesheets were not filed on time, and  irregularities of the witnesses in the cases. Rangareddy district tops the list with 302 cases followed by Warangal with 244 in the juvenile justice boards out of the total  pending cases of  2,552.
